Chega proposed exempting incomes up to one thousand euros from the IRS and “adjusting the levels” in favor of those earning up to two thousand euros, party president Andre Ventura said on Monday.
“The proposal we are presenting today establishes an exemption from tax on income up to one thousand euros and allows the most advantageous segments of the population to be those in which one thousand euros or 1,500 euros are earned,” he said.
The Chegi leader presented at a press conference at the party’s national headquarters in Lisbon his proposal for the IRS, which he indicated had already been submitted to the Assembly of the Republic.
“With an exemption threshold of one thousand euros, all levels will benefit from the reduction,” he noted, calling it “a progressive tax in its scale.”
President Chegi explained that in the proposal presented by his party, “the number of levels remains the same, the thresholds change.”
“There is an adjustment in levels,” he said, estimating the cost to be “€1.175 million.”
Andre Ventura argued that “a proposal constructed in this way is morally correct” and “ultimately it benefits those who earn more, but much more benefits those who earn less or those in the middle scale.”
Chegi’s leader said that “the biggest beneficiaries of this tax change” will be those earning “between 1,000 and 1,500 euros and between 1,500 and 2,000 euros,” noting that this is “the vast majority of Portuguese people, as the average income salary at the moment, according to government reports for last year is 1,505 euros.”

Ventura also said that Chega will present another tax proposal, according to which young people under the age of 35 would be exempt from the IRS “until they reach 100 thousand euros” of income from the beginning of their professional activities.
On Friday, the PSD/CDS-PP government approved a bill to reduce IRS marginal rates for all categories except the 9th, which applies to annual taxable income above 81,199 euros.
