The President of the Assembly of the Republic scheduled an urgent debate on the issue of compensation for the former colonies, which Chega had asked for, for May 15, as it was the “earliest possible date”, taking into account “agenda restrictions and normative restrictions”.
A report by José Pedro Aguiar-Branco, which the Luza news agency had access to, said that an extraordinary conference of parliamentary leaders met on Thursday to determine the schedule requested by Chega, “in the situation caused by the statements of the President of the Republic.” regarding historical reparations to overseas provinces.”
According to the President of Parliament, the decision had to be made given the “lack of consensus” and the inability to schedule an extraordinary plenary session for this Friday afternoon due to at least 24 hours advance notice, which was not possible. scheduled for 6 and 7 May in connection with the BE parliamentary days, 10 May in connection with the Livre congress and 13 and 14 May in connection with the IL parliamentary days.
Aguiar-Branco decided to “accede to the request of the Chega parliamentary group and proceed to schedule an urgent debate for the morning of May 15, at 10:00.”
According to the President of Parliament, this is “the closest possible date that will allow the challenger parliamentary group to implement what was decided by the majority vote at the leaders’ conference, within the framework of the agenda and regulatory constraints.”
On Thursday, Chega insisted that the debate would be scheduled, with the President of the Assembly of the Republic expected to make a decision “in the next few hours.”
Speaking to reporters after an extraordinary meeting of the leaders’ conference on Thursday, parliamentary leader Chegi said there was a “coalition between all parties against the urgent debate” his party was asking for.
Pedro Pinto believed that the debate, which the party wanted to schedule for Thursday, should take place by Monday or Tuesday, and accused the remaining political forces of having found “a thousand and one excuses for not being scheduled” and “not interested in holding this debate.”
Pointing out that the President of the Assembly of the Republic “was given the right to think” and decide on the matter, Pedro Pinto appealed to the “sensitivity” of José Pedro Aguiar-Branco and asked that the Rules of Procedure of the Assembly of the Republic be respected.
Also speaking to reporters, a spokesman for the leaders’ conference noted that parliament has “two consecutive weeks with possible timetables to set the agenda” and that what is at stake is “the exercise of two legal rights that are ultimately in conflict with each other.”
The SDP MP noted that “most political forces understand that if there is a potential debate on setting the agenda, it is not possible to add new items or have other debates during that day,” while Chega understood “that debate of urgency is a right, which dominates all other debates.”
Jorge Paulo Oliveira also said that it is impossible to schedule extraordinary plenary sessions, noting that parliamentary days and a congress are planned next week, so there will be no parliamentary work on these days.
The lawmaker also indicated that “plenary meetings, unless agreed upon by the leadership conference, can only be held on Wednesdays and Thursday afternoons and Friday mornings,” and must be convened at least 24 hours in advance.
A spokesman for the leadership conference has already said that the first opportunity for a debate after a potential debate is on May 15, when a two-week debate with the prime minister is scheduled.
