In 2023, during the legislative review of the regimes and statutes of professional orders, the head of state vetoed seven of the 21 parliamentary diplomas, which were later confirmed by the then absolute majority of the PS, and submitted another for preventive review. , which he eventually made public following a Constitutional Court ruling that said it was not unconstitutional.
Reflecting today on this period, the President of the Republic attributed to professional orders “a sensible and patient strategy of government and parliamentary contacts”, which faced “the time constraints imposed by the implementation of the Plan for Recovery and Resilience (PRR). , but led, despite everything, to some “positive steps” and opened “spaces for mutual understanding and joint initiatives” in the future.
“At this stage, which occurred at the end of 2023 and the beginning of 2024, it was proven that the phenomenon of convergence of professional orders cannot be stopped,” he said.
According to Marcelo Rebelo de Souza, “yesterday, as today, the professional orders faced many challenges, but they overcame them, and these challenges only made them stronger and more focused on their core function: protecting the public interest.” .
