Fenprof sends proposal to government seeking agreement in additional negotiations

The National Federation of Teachers (Fenprof) sent a proposal to the government this Friday to reinstate the frozen working hours in the hope of reaching an agreement with the guardianship through additional negotiations.

After the negotiation period ended on Tuesday without an agreement between Fenprof and the Ministry of Education, Science and Innovation, the federation requested further negotiations, and in a new proposal sent today, it comes closer to guardianship in several respects, but does not reduce the basic demand that was excluded from agreements signed with other trade union structures.

“For teachers who cannot fully or partially restore the length of service lost during two periods of freezing (…), a special regime for calculating or recalculating their labor pension will be applied,” the document says.

Fenprof refers to teachers who are at the top of their careers or about to retire, about 25,400 he estimates, and who are not counted because the conditions imposed by the supervision establish that the restoration of seniority is only for progression purposes.

“It would be hypocritical to conclude an agreement today and then go and ask for additional negotiations or go to the Assembly of the Republic and ask for corrections to be made to the consideration of excluded colleagues,” Secretary General Fenprof justified himself on Tuesday. , Mario Nogueira.

In addition to this issue, Fenprof proposes that teachers who used time from the 1018 days restored in 2019 to obtain a place in 5th or 7th grade could have that time restored again.

This also includes teachers integrated into the staff of the autonomous regions of Madeira and the Azores, who have already served some time under the regimes created by the regional governments, but not completely, since they also worked on the continent during periods of frost.

Fenprof, which advocated a return of six years, six months and 23 days at an annual average of 33% over three years, now accepts the government’s time frame, which calls for an average return of 25% per year between 2024 and 2027.

The proposal presented by the trusteeship at the last negotiating meeting on Tuesday was accepted by seven of the 12 teachers’ union organizations: the National Federation of Education (FNE), the National Federation of Teaching and Research (Fenei), the Independent Union of Teachers and Pedagogues (SIPE), the Portuguese Federation of Professionals in the field Education, Teaching, Culture and Research (Fepeci), National Union of Teachers Licensed from Polytechnics and Universities (Spliu), National Union of Licensed Teachers (SNPL) and Union of Teachers and Teachers of Primary Education (Sippeb).
