Porto Mayor Rui Moreira criticizes the government’s package of measures to tackle the housing crisis and accuses the executive of “not listening to the voices of the municipalities.”
In a statement published in Correio da Manhã, Rui Moreira accuses the government of “abolishing housing policy through confiscation” after seven years of “inaction, empty proposals, broken promises”.
“By stripping the municipalities of the regulatory instruments that they adopted, by rejecting the democratically and locally approved PDM, the government starts to determine everything without any consultations. And, as is customary in centralist models, it does so in the interest of the municipalities, which have done nothing in terms of housing and punishing those who, like Porto, have for decades pursued a policy that, in the case of this city, allows it to have, proportionally, the largest stock of public housing (which covers about 13% of the resident population). ) and certainly one of the best in conservation condition,” the statement said.
The mayor of Porto believes that, in general, the package of measures announced by the executive branch will “fail” and that they will “undermine” the confidence of the private market.
“Measures such as the cessation of economic activity related to local housing, the forced leasing of private property, and the freezing of rents in new contracts undermine an important key factor in the relationship between the public and the private sector: trust. already created: it scared and distrusted the private market, which represents the vast majority of investment in housing,” says Rui Moreira.
The mayor’s decision is to increase the supply of housing. Moreira points out that “the state should be able to build public housing and attract private investment through appropriate fiscal measures, land grants (which take time), and measures that guarantee legislative stability and reduce political risk.”
Rui Moreira ends by saying that the government has a “new interventionist vein” and a “self-destructive Bolivarian impulse spiced with fiscal liberal voluntarism”.
