Nearly half of taxes in Mozambique are already paid electronically

Nearly half of the taxes collected in Mozambique in 2022 were collected through the e-tributação electronic tax management system, which is scheduled to be fully rolled out later this year, according to official documents seen by Lusa on Tuesday.

According to an International Monetary Fund (IMF) report, with the commitments made by the government of Mozambique in the Enhanced Facility of Financing (ECF) review completed this month, the Mozambican Revenue Administration (AT) is “on the right track to fully implement its modernized tax collection system,” an integrated system of electronic tax declaration “e-taxation”, used “in all tax departments of the country”.

“At the end of December 2022, 45% of all tax revenue was collected through “e-taxation”. “Electronic Taxation” is linked to e-SISTAFE (Financial Management Information System), resulting in automatic classification and faster transfer of resources. to CUT (Treasury Single Account) and interacts with seven commercial banks,” the same IMF report says, which emphasizes that in order to “complete the full implementation of the system by the end of 2023,” AT is conducting end-to-end fine-tuning of modules. such as tax enforcement, bankruptcies, benefits, risk assessment, audits, claims and appeals, refunds and compensation, litigation and tax audits.

He adds that AT is also continuing to develop its digital interface called “Taxpayer Portal” to “enable all taxpayers to file and pay all taxes electronically by the end of March 2024.”

“The interface links the Taxpayer Portal to e-Taxation and currently only works for two types of taxes: VAT and a simplified tax for small taxpayers,” the IMF explains.

As of the end of March 2023, the Taxpayer Portal covered 37% of the total number of taxpayers for VAT and small taxes and 72% of large taxpayers.

“By March 2024, the goal is to reach all taxpayers,” the report notes, adding that modernizing the taxpayer register and making it more compatible with other government registries “remains a fundamental step to achieve better revenue collection.”

In addition, it also states that AT “cleared and updated the taxpayer register” through the Uniform Taxpayer Identification Number (ENIN), “removed duplicate taxpayers, and verified the registration of the top 100 taxpayers.”

“Work continues on the introduction of a single identification number for individuals for civil-fiscal purposes, together with the ministries of justice and internal affairs, with the aim of completing the work by the end of 2023,” the document also says.
