At the end of November, the prime minister considered that “with the current institutional structure, with the current budgetary architecture, the EU is not in a position to meet the expectations that it is now creating” for Ukraine and other countries that had previously requested accession.
António Costa defended that “if these expectations were not just a sympathetic political statement from time to time, the European Union must deeply restructure itself if it does not want to explode due to new mergers.”
This is the 27th meeting of the Council of State, convened by Marcelo Rebelo de Souza since he took office as President of the Republic in March 2016.
The previous meeting of the political body for consultations with the President of the Republic took place on October 28, and on its agenda was “the analysis of the economic and social situation in Portugal”.
The Council of State, headed by the President of the Republic, consists of integral members holding the positions of the Chairman of the Assembly of the Republic, the Prime Minister, the Chairman of the Constitutional Court, the Ombudsman, the chairmen of regional governments and the former chairmen of the Republic.
In accordance with the provisions of the Constitution, it also consists of five citizens appointed by the Head of State for a term corresponding to their term of office, and five citizens elected by the Assembly of the Republic in accordance with the principle of proportional representation for a period corresponding to the duration of the legislature.
