The UK Jobs Quality Report, containing an analysis of indicators for 2021, was published by the country’s Office for National Statistics (ONS) on November 16 on the official government website.
In the UK, four in five employees (82%) worked “satisfactory hours” in 2021, according to the report, which, “most likely to have been characteristic of Northern Irish workers, women and those over 55.”
Across the UK, unpaid overtime was reported more frequently than paid overtime, with employees based in London, those in high-paying occupations, and employees aged 35-54 reporting unpaid overtime with higher frequency.
The proportion of UK workers on zero-hours contracts was low (less than 3%) in 2021, although the figure was higher for part-time workers, young employees and those working in public accommodation and nutrition.
13% of workers in the UK were underpaid. Low-paying jobs were more likely among London employees with disabilities, younger workers or those with lower levels of education.
Men working in London, men aged 25-44, employees with a bachelor’s degree, and those working in finance and insurance were most likely to report good career opportunities.
The proportion of “satisfactory hours” of work in the UK has increased between 2015 and 2021, while the proportion of low-paid workers has decreased or remained stable in all regions of England in 2021.
Satisfactory Hours includes employees who normally work less than 48 hours per week (TTUSHR) and are part-time employees who do not want to work more hours in their current position and are not looking for additional or shift work that offers more hours. This composite reflects underemployment and also includes the 48 hour per week limit set out in UK working time regulations.
