Russia may be accused of inciting famine in Ukraine

Human rights experts are working with the Ukrainian Prosecutor General’s Office to file a formal war crimes complaint against Russia with the International Criminal Court for deliberately weaponizing hunger against the Ukrainian population.

According to The Guardian, the upcoming dossier is based on a 2018 UN Security Council resolution that condemns the use of hunger as a weapon of war and accuses Russia of implementing a deliberate plan in three stages to prevent the Ukrainian population from accessing essential goods for their survival.

The first phase begins with the invasion itself, with the siege of several cities and the interruption of food supplies, as well as deliberate attacks like the one that killed 20 people in line at a supermarket in Chernigov on March 16, 2022.

The second phase of the plan, the indictment says, involved the deliberate destruction of food warehouses, water treatment plants, power plants and other “facilities essential to the survival of the civilian population.”

Finally, the third stage involves the blockade of Ukrainian ports and targeted attacks on warehouses, as a result of which more than 270 thousand tons of grain were destroyed in the early summer of this year alone.

Investigators believe Vladimir Putin could be directly accused of using hunger as a weapon and even draw parallels with the Holodomor, the massive famine orchestrated by Stalin that killed millions of people in Ukraine in 1932. -33.
