The first phase begins with the invasion itself, with the siege of several cities and the interruption of food supplies, as well as deliberate attacks like the one that killed 20 people in line at a supermarket in Chernigov on March 16, 2022.
The second phase of the plan, the indictment says, involved the deliberate destruction of food warehouses, water treatment plants, power plants and other “facilities essential to the survival of the civilian population.”
Finally, the third stage involves the blockade of Ukrainian ports and targeted attacks on warehouses, as a result of which more than 270 thousand tons of grain were destroyed in the early summer of this year alone.
