The mayors of Lisbon and Paris signed this Friday in the French capital a protocol to strengthen cooperation and technical and police exchanges in the field of urban security through the work of the municipal police of these two European cities.
The protocol is part of the Friendship and Cooperation Agreement between Lisbon and Paris signed on April 3, 1998, and in particular with regard to the exchange agreed in the security and prevention sector, since the municipal police are convinced of the interest of these two cities “to establish permanent cooperation in the field of city security.
The cooperation agreement will be signed at 19:00 (18:00 in Lisbon) by Lisbon Mayors Carlos Moedas and Paris Mayors Anna Hidalgo, both from social democratic political parties.

The protocol aims to strengthen the cooperation and exchange of technical police in the field of urban security between the two municipal police forces, for “the exchange of the model of policing, the training of the technical police for police intervention in contexts of socio-cultural diversity, the joint use of the technical police in the strategy of preventive security in cities and others areas of interest to both sides.

As part of the cooperation agreement, the municipal police forces of Lisbon and Paris undertake to establish a working group, composed of officials and specialists, that will deal with issues related to the division of the community policing model between the two parties, in particular the context of the intervention, objectives, methodology, monitoring and evaluation .
“This working group will prepare an action plan for cooperation between the two parties” and will hold periodic online meetings and face-to-face meetings, as per protocol.
The implementation of the cooperation envisaged in the protocol may lead to “the exchange of experts and specialists, general and specialized training activities, the study of problems of common interest and the exchange of existing texts and jurisprudence, as well as the organization of seminars and seminars of professionals based on the exchange of results and best practices.”
The protocol enters into force on the date of its signing and is valid for “one year, renewable automatically for an equal period without prejudice to its validity for six years”, providing for the possibility for either party to denounce the agreement. , “at the end of the initial period or during one of its extensions, upon prior notice to be given in writing at least 60 days in advance.”
The document also specifies that the municipal police of Lisbon and Paris must maintain the secrecy and confidentiality of all information to which they have access in the context of the development of the protocol.
