The President of the Republic confirmed this Thursday that he will postpone the “acquittal” of Prime Minister António Costa, which will allow the approval of the state budget for 2024 (OE2024).
This decision means that work on OE2024 will continue in the specialty and that it can come into force on January 1 next year, which moves the country’s governance scenario to the twelfth stage.
Thus, IRS relief (by updating brackets and rate reductions), IRS Jovem, extension and simplification of relief and IRC, or IRS and IMI relief for old income, among many other measures, could be pushed forward to a future expected date.
This Thursday, the government approved an increase in the minimum wage and an increase in the civil service, implemented in the form of autonomous diplomas.
The government retains powers
The decision also means that an executive that falls due to the resignation of the prime minister will not immediately take over, meaning that its powers will not be immediately reduced or limited to actions deemed necessary.
This option, which was already expected, was criticized by constitutionalists such as Paulo Otero or Maria d’Oliveira Martins, who, in statements to Negosios, considered that delaying the formalization of the decision for several weeks could constitute “constitutional fraud.” In a conversation with Público this Friday, Jorge Reis Novais used the same expression.
Reasons for stability, expectations and implementation of the Program for Recovery and Resilience (PRR) will weigh heavily in the President’s decision.
“The approval of the budget will allow us to meet the expectations of many Portuguese and to monitor the implementation of the PRR, which does not and cannot stop with the transition from government to governing government or, later, with the dissolution of the Assembly of the Republic.”
Thus, the expression “justification” used by the President of the Republic does not mean the resignation of António Costa. For now, the government will continue to function fully, it will take over in early December, and only when the new head of government takes office will António Costa be officially dismissed by the president, Negosios confirmed to an official government source. Presidency.
