The PS proposed an amendment to the 2024 State Budget Proposal (OE2024) for the legislative reconversion of the Polis Litoral Ria de Aveiro, which remains in operation until 2030, with the aim of implementing a package of investments in the ria.
In addition to the OE2024 proposal, the PS parliamentary group proposes that “the effective closure and disappearance of Polis companies should be ensured by the end of 2024, with the exception of Polis Litoral Ria de Aveiro.”
“The company Polis Litoral Ria de Aveiro will be subject to changes in the statute and recapitalization in accordance with the joint order” of the Ministers of Finance and the Ministers of Environment and Climate, “aimed at respecting the framework of investments to increase the value and qualification of the Aveiro River, duly agreed upon by the Intermunicipal Community region of Aveiro, which determines its existence until the end of 2030,” says the newly added number.
The OE2024 proposal presented by the government to Parliament stated that “the effective closure and disappearance of Polis Littoral companies should be ensured by the end of 2024”, and a report accompanying the document stated that “all companies registered in the Polis Littoral program and ” Polis Cidades” have already been dissolved.”
The deputies retain all the remaining figures in this article of the Government’s proposal.
In addition, regarding the integration of the Polis companies’ employees into the Portuguese Environmental Protection Agency (APA), it is proposed that “the employees of the Polis Litoral Ria de Aveiro company, before the general meeting that approves its statutory amendments, name and recapitalization, may transfer to the APA”, having an employment contract on government functions for an indefinite period,” or, “if they remain in the community,” to move “soon after its termination” to the APA.
The government proposal provides that employees of Polis companies, the liquidation of which will be completed by the end of 2024, will be integrated with an employment contract for the performance of government functions for an indefinite period in APA.
In October, the Ministry of Environment and Climate Action confirmed to Lusa that 10 companies created under the Polis Litoral and Polis Cidades retraining programs were still in liquidation, with completion scheduled for 2024.
“There are currently 10 Polis companies being liquidated, which are divided into two Polis Litoral and eight Polis Cidades,” the office of Minister Duarte Cordeiro responded to Lusa’s question about the companies that have yet to be liquidated and which he listed: Ria de Aveiro and Norte (Coast ), Aveiro, Beja, Chaves, Costa, Albufeira, Tomar, Viseu and Viana (Cities).
“The Polis companies are in the process of liquidation, and their liquidation depends only on compliance with formal elements, in the manner prescribed by the Code of Commercial Companies,” explained the ministry, which oversees the companies created to manage the city’s retraining program.
“Of the four companies created under the Polis Litoral program (Norte, Ria de Aveiro, Ria Formosa and Sudoeste), Polis Litoral Sudoeste and Polis Litoral Ria Formosa were liquidated in 2022 pending the registration of the liquidation of Polis Litoral Norte and remained until the final settlement accounts were approved and the division of the remaining assets from the liquidation of Polis Litoral Ria de Aveiro,” stated the report on proposal OE2024.
The document added that “of the 22 companies created under the Polis Cidades program, seven remain in liquidation following the closure of Polis Albufeira this year,” which occurred on July 6, 2023.
Regarding the end of Polis intervention and the closure of companies, the proposal OE2024, supported by the PS parliamentary group, specifies that they are “authorized to transfer balances to support what is necessary to carry out the contracts provided.” in a settlement that has yet to be completed on the date of transfer to other organizations, on terms to be determined by order of the members of the government responsible for the areas of finance and the environment and the fight against climate change.”
After the disappearance of the Polis Littoral companies, “their” original powers over the coastline, which were limited when the companies were created, were returned to the Portuguese Environmental Agency,” which occurs “in the acts of power exercised.”
The rights and obligations of companies arising from the Polis Littoral program are transferred to the APA, with the exception of operations for requalification and urban renewal to the territorially competent municipality, and operations in the relevant areas of competence to the Institute for Nature Conservation and Forestry (ICNF). ), Dokapeska, General Directorate of Natural Resources, Security and Maritime Services, as well as port authorities.
The government member for environment and climate protection can, within the limits of his competence, “distribute funds that may arise from the balance of the share capital owned by the state of Polis companies,” after obtaining permission from the head of finance, “up to an amount of six million euros.”
The Polis programme, created by the government in 2000 to transform cities through a strategy based on urban reskilling and environmental improvement, has implemented 40 activities in 39 mainland and island cities with a total direct investment of approximately US$1.173 million. euros, financed by the state (27%), municipalities (19.2%) and European funds (36%).
