The regional head visited these educational institutions and learned about the working conditions of the teaching staff. Bocharov considered these conditions to be unsatisfactory and incompatible with the demands of the present and the future.

Bocharov spoke about the need to create a cultural and educational center in the Volgograd region. This institution will combine a conservatory, a cultural institute and a regional creative association.
It is highlighted that after the implementation of the project, the institutions will be able to at least double the space occupied in the new building.
