
A draft law on fingerprinting and mandatory identification of foreigners entering Russia is being developed, the Russian Foreign Ministry said, TASS reported on December 2.
“The procedure for registration of fingerprints of foreign citizens when entering the Russian Federation and their identification when entering and leaving the Russian Federation is provided for in the comprehensive bill “On the conditions of entry into the Russian Federation and departure from the Russian Federation.” of foreign citizens and stateless persons, as well as the conditions of their stay and residence on the territory of the Russian Federation”, which is currently under development”, – reported the Ministry of the Interior. The bill has been submitted to public discussion.
The bill provides that, if technical means are available, an FSB border service officer will take fingerprints and photograph or identify a foreigner who enters Russian territory directly while crossing the border. The information thus obtained will be transmitted to the Ministry of the Interior within 24 hours, if there are also technical possibilities for this.
“If during identification a foreign citizen is identified who has changed his installation data, whose entry into the Russian Federation is restricted, such a foreign citizen is subject to liability in accordance with the legislation of the Russian Federation”, says the text of the bill. If a person entering Russia is on the international wanted list, his or her data will be transferred to applicants on the wanted list.
It should be noted that since December 2021, a law has been in force in Russia according to which those who enter the Russian Federation “are subject to mandatory state registration of fingerprints, photography and medical examination”. However, foreigners are now required to carry out mandatory identification at their own expense within 30 to 90 days from the date of entry, depending on the period of stay.
