German Foreign Minister Annalena Berbock on Monday called for the creation of a special international court to prosecute Russian leaders for their invasion of Ukraine.
According to the agency ReutersDuring a speech at the Academy of International Law in The Hague, Burbock said that “a court is needed that can investigate the activities of the Russian leadership and bring them to justice.”
The Ukrainian government is concerned that Russia cannot be held accountable for its aggression in the International Criminal Court (ICC), the German minister said, as it can only hear cases where the plaintiff and defendant are members of the court, or where the case is referred by the Security Council UN.
Russia is not a member of the ICC and, as one of the five world powers that have vetoed permanent membership of the Security Council, is likely to block any possibility of bringing the case to the ICC.
According to Reuters, Ukraine, the European Union and the Netherlands have publicly supported the idea of creating a special court. Russia, which calls its actions in Ukraine a “special military operation,” has denied allegations of war crimes, including deliberate attacks on Ukrainian civilians.
