The Russian government submitted to the State Duma a bill prohibiting visits to places of mass detention of children for people convicted of sexual crimes against minors. This was reported on December 16 on the portal of the legislative support system.
According to the explanatory note of bill No. 513226-8, people with criminal records for the commission of crimes against the sexual integrity and sexual freedom of minors require additional administrative supervision. The document states that now such supervision can only be established through the court, but relevant materials must be collected for a court decision. “extremely difficult”.
In this regard, it is proposed to establish administrative restrictions for this category of persons when visiting children’s educational institutions, recreational facilities and children’s sports facilities.
It is proposed to make exceptions for people who are parents accompanying a child or representing their interests.
It should be noted that the number of people who served sentences for crimes against the sexual integrity of children increased by 366 people in five years, going from 7,069 in 2019 to 7,435 in 2023.
