The “Phoenix Plan”, announced by Daniel Noboa, includes a new intelligence unit, tactical weapons for security forces, new high-security prisons and increased security at ports and airports. Of the nearly 730 million euros that this plan will cost, almost 200 million will be supplied by the United States of America. Noboa believes the violence plaguing the country is a reaction to a plan to build a new maximum security prison for jailed gang leaders.
The Ecuadorian government published a decree on Tuesday recognizing the country’s “internal armed conflict” and designating, among others, the criminal group Los Choneros as a terrorist group. The President ordered the military to neutralize these groups.
