Andre Ventura is expected to be re-elected as Chega’s president this Saturday for a three-year term at the party’s Sixth National Congress, which will also approve changes to the charter.
André Ventura has led Chegu since the party’s founding, which was formalized in 2019. He has won overwhelmingly in recent major caucuses, with more than 90% of the vote, and has only had an opponent once – in 2021.
His re-election is guaranteed since he is the only candidate for the presidency of the National Directorate, and the internal opposition has no advantage at this convention since the delegates were elected from lists provided to the leader.
At the end of the morning, Chegi’s leader will address the congress delegates for the first time to present his proposal for a global strategy.
Elections for the three-year term will be held by secret ballot in the afternoon, with results expected to be announced before the lunch break.
As for the remaining national bodies (National Directorate, National Conference Bureau, National Council and National Council of Jurisdiction), they will be elected on Sunday.
According to the main meeting program, this Saturday will also feature political speeches by delegates, the presentation of thematic proposals and proposals for nominations to national bodies, and the presentation and voting on proposals for amendments to the charter.
Having seen laws rejected by the Constitutional Court due to the high concentration of power in the leader, and having reintroduced the 2019 laws (the only ones passed by the Palacio Ratton judges), Andre Ventura proposes concrete changes to these first domestic laws. rules, instead trying to approve a new version.
The proposal details what constitutes a disciplinary offense in the existing clause regarding sanctions, which remain the same from warning to expulsion.
Andre Ventura wants to punish activists who may be held accountable by now highlighting participation in political agreements without party approval.
Anyone who violates the bylaws or internal rules and law, as well as anyone who does not respect “the duties of secrecy and loyalty to the authorities, the duty to promote party cohesion and respect among militants, or the rules of civility and coexistence within intra-party activities.”
The proposal would also consider serious insult to other Chegi fighters, leaders and organizations a disciplinary offense, as well as “the mere conviction of actions committed in the context of serious and/or organized crime where they reveal a high degree of wrongfulness or guilt of the agent, casting doubt on his suitability for party political participation.”
Another proposal concerns the Council of National Jurisdiction and increases the maximum period before a final decision is made from 90 to 180 days, which can be extended for “good reasons.”
The President also proposes to reintroduce Juventude Chega into the statutes as an internal organization of the party, which will be formally provided for after the implementation of the internal rules.
Chega’s sixth national congress began on Friday at the Viana do Castelo Cultural Center and will end on Sunday with a speech by the leader.
The major meeting, the sixth in the party’s five years, comes after the Constitutional Court invalidated the call for the last congress held in Santarem a year ago.
