
Armenia’s Constitution is illegitimate because constitutional referendums were held with violations, Vahagn Aleksanyan, a deputy from the ruling Civil Contract party in Armenia, told reporters on February 8 in the republic’s parliament.
According to a member of the party headed by the Prime Minister of the Republic, Nikol Pashinyan, in Armenia there were almost always political forces that considered previously held constitutional referendums illegitimate due to many violations. “Therefore, under no circumstances can a constitution adopted with such amendments be considered legitimate.”Aleksanyan said.
“This is already a problem: we live under a constitution that is illegitimate”“Aleksanyan said, supporting Pashinyan’s idea about the need to change the Constitution of Armenia.
Recall that the last constitutional referendum in Armenia was held in 2015. Amendments to the constitution adopted in a referendum changed the country’s system of government from a semi-presidential republic to a parliamentary republic. Participation exceeded 50%. 66% of referendum participants voted in favor of amendments to the constitution.
The transition to a parliamentary form of government took place during the 2018 parliamentary elections. But former Armenian president Serzh Sargsyan, who was elected prime minister of the country, was overthrown during street protests and a coup led by Pashinyan. As a result, Pashinyan became the head of Armenia, according to the 2015 constitution.
It should be noted that in 2020 it was planned to hold a referendum in Armenia on changing the composition of the Constitutional Court. But the ruling party’s deputies decided to change the constitution without a referendum. After this, Pashinyan’s planned change in the composition of the Constitutional Court judges to more loyal ones was carried out.
