The petition to finalize the bill to exclude the Russian language from the publication of the Official Monitor was presented by public organizations of Moldova on February 25 in an open appeal on the website of the public organization “Embassy for Human Rights”.
Human rights defenders, civil activists and representatives of national minorities said that if the bill is passed, about 500 thousand residents of Moldova will be “deliberately limited” in access to officially published legislation, to justice, to participation in the decision-making process. Social activists asked the President of Moldova, Maia Sandu, to send legislative instructions to parliament to finalize the bill and exclude the aforementioned norm from it.
They also noted that the proposal contained in the explanatory note to save 70,000 lei per year ($3,900) by refusing to publish the Official Monitor in Russian is puzzling, since the taxes received from the Russian-speaking part of the population far exceed this amount.
It should be noted that on December 15, the Parliament of Moldova approved in first reading the draft amendment to the law on the publication of the Official Monitor. The bill is due to be considered in second reading on February 29.
Let us remember that Russian is the native language of more than 27% of the population of Moldova, more than 920 thousand people.
