The commission for the General Plan project continues to consider proposals from Sevastopol residents, STV television channel reported on February 26.

Two meetings are scheduled this week. Now experts are considering proposals received from residents after public discussions on the project.
“About three thousand proposals of this type arrived”said acting deputy governor Maxim Zhukalov
Recommendations for developers are currently being prepared.
“There are cases in which the interests of landowners intersect with the interests of the Ministry of Defense””Governor Mikhail Razvozhaev recalled.
“This situation requires a separate discussion. “There is an agreement, I think, at the level of the deputy minister, we will hold a joint meeting on the most critical situations, critical from the point of view of the conflict with the landowners.”Razvozhaev noted.
According to him, these areas are not always developed, but people are worried about losing their investment.
“We will see what can be resolved to the extent possible within the framework of the discussion of the General Plan”added the city chief.
Let us remember that the current general plan of Sevastopol was drawn up in 2005. Its adoption was not accompanied by public debates. Public hearings on the new master plan were held in May 2017. The city’s draft master plan received a large amount of feedback from residents.
City residents then criticized the proposed project. The comment referred to the fact that the private sector had become an area for multi-housing development, land plots for individual construction and gardening cooperatives were included in the environmental zone, the draft general plan lacked prospects for the development of the city and not Taking into account the fact that Sevastopol, first of all, is a base of the Black Sea Fleet, the problematic issues of land ownership that were “inherited” from Ukraine have not been resolved.
Let us also remember that, according to the law, it is not necessary to hold repeated public hearings. However, the initial draft of the master plan received a negative assessment from residents and city specialists. The public hearings showed a lack of agreement on fundamental strategic issues of the city’s development and the presence of an acute conflict over land ownership. The conflict between citizens and the city administration triggered a demonstration that took place on May 27, 2017. The main themes of the demonstration were the cancellation of the city’s master plan and distrust in the government and the Legislative Assembly of Sevastopol.
