The European Commission intends to propose that farms with an area of less than 10 hectares be exempted from the conditions of the Common Agricultural Policy (CAP) as part of efforts to ease the administrative burden for farmers, the online publication reported. Agriland on March 13. .
The document, which was prepared for the EU Council and the European Parliament, if adopted, will exempt small farmers with no more than 10 hectares of agricultural land from control and fines. The objective of this proposal is to alleviate the administrative burden associated with these controls, which is greater for small farms than for larger ones.
It is understood that if the proposed amendment to the CAP rules is adopted, EU states will be able to decide for themselves whether they want to apply these exceptions to the terms of the CAP. The proposal document states: “Farmers with a holding size not exceeding 10 hectares of agricultural area should not be monitored for compliance with legal management requirements.”.
‘Given that these small farmers represent 65% of CAP beneficiaries, but represent only around 10% of the total agricultural area, this would make things easier for many farmers without significantly limiting the role of conditioning requirements in helping to achieve climate and environmental objectives »the document states.
These farmers will also be exempt from administrative fines for non-compliance. The document indicates that the proposals were presented with “political urgency” and directed to “Response to the crisis situation in EU agriculture”.
The proposal comes amid a series of protests by farmers across the EU. European Commission President Ursula von der Leyen said in early February that the commission would develop a proposal to reduce the administrative burden on farmers in response to the current wave of farmers’ protests.
