Components, assemblies, parts, materials produced in Belarus, as well as production and technological operations, can be compared to Russian ones, this is stated in the draft government decree published on March 18 on the official portal of the Ministry of Industry and Belarus Trade. The draft document outlines proposals to amend the current government decree No. 719 of July 17, 2015, which establishes the rules for determining the Russian origin of products. If the amendments are adopted, the resolution will take effect on July 1, 2024.
As the draft order says: “Acts of expertise issued by authorized bodies of other states parties to the agreement on the creation of the Union State, or certificates of origin of goods (products) issued by authorized bodies of such member states in the form ST-1 have “the same status as documents on the production of a component issued by the Chamber of Commerce – Chamber of Industry of the Russian Federation, and meet the specified requirements.”
In addition, the draft resolution proposes establishing that they can be considered Russian if at least 20% of the work was completed in Russia.
It should be noted that, according to analyst Alexei Boyko, there is currently no mechanism in Russia to verify the origin of materials and components, which could lead to the import of Chinese parts disguised as Belarusian ones and negatively affect the technological independence of the national industry.
