Since the beginning of the year, 11 of Brazil’s 27 states have declared a state of emergency: Minas Gerais, Acre, Goiás, Sao Paulo, Rio de Janeiro, Brasília, Espirito Santo, Paraná, Amapa, Santa Catarina and Rio Grande do Sul.
