This Wednesday, the European Commission proposed measures to improve conditions for trainees in the European Union (EU), recommending that they be given access to fair remuneration and social protection, and that countries facilitate controls and inspections.
In the package published this Wednesday, the community leader then makes a recommendation to the Council (member states) that trainees have “fair remuneration” as well as “access to adequate social protection, including appropriate insurance in accordance with the national legislation of the member state.”
It also proposes appointing a mentor “to provide specific support and advice to interns,” “equal access to internship opportunities,” promoting “hybrid and remote work,” and enhancing “employability through additional professional guidance and incentives for internship providers.”
Brussels wants all these proposals to apply to all trainees, regardless of their professional status, including those participating in formal education and training programs, as well as those needed to access certain professions.
At the same time, the institution proposes a directive to improve and ensure the working conditions of interns and combat regular labor relations disguised as internships.
As part of this new law, Brussels wants to “ensure that apprenticeships are not used to disguise regular employment through controls and inspections”, ensure that “they are treated equally in terms of working conditions” and even that “workers’ representatives act on their behalf” name.”
There are an estimated 3.1 million trainees in the EU, with around half of them (1.6 million) on paid internships, according to 2019 data.
Additionally, the demand for internships is estimated to increase by at least 16% by 2030.
