The recommendation to the State Duma of the Russian Federation to support in the first reading the bill on the legalization of the activities of “white” hackers was adopted by the deputies of the State Duma of the Russian Federation on March 25 at a meeting of the State Duma Committee on State Construction.
The State Duma of the Russian Federation is considering a bill amending the Civil Code of the Russian Federation and aimed at legalizing the work of “white hat” hackers to identify software vulnerabilities and eliminate them.
The authors of the bill were deputies Anton Nemkin, Gennady Panin, Igor Markov, members of the Digital Russia party project, and Vyacheslav Petrov, Andrey Tkachev, members of the Information Policy Committee of the State Duma.
According to the authors of the bill, currently to check the security of information systems of Russian companies it is necessary to obtain a large number of permissions from the copyright holders of each program being tested. If testing is carried out without such permissions, this is considered a violation of copyright and entails punishment in the form of compensation to copyright holders in the amount of 10 thousand rubles to five million rubles.
The deputies propose allowing people who legally own a copy of a software product or a database to carry out various studies or tests of it in order to identify vulnerabilities in them and correct them. The bill stipulates that “white hat” hackers must inform the copyright holder of identified vulnerabilities within five days.
This legalization of the activities of “white” hackers will allow, according to the authors of the bill, to rely not only on checking the general functioning of information systems of Russian companies, but also on ensuring information security.
The bill also provides for the possibility of making changes to software products without the permission of the copyright holder and without remuneration to him, quickly eliminating vulnerabilities.
