European elections: parties commit to effective use of artificial intelligence

Political parties running in European Parliament elections vowed on Tuesday to stop using artificial intelligence for false advertising.

Materials containing static or moving images and audio generated using artificial intelligence will be clearly identified in accordance with the Code of Conduct for Elections prepared by the International Institute for Democracy and Electoral Assistance in coordination with political parties and the European Commission.

The code for the elections, which will take place from June 6 to 9, was adopted by the European People’s Party (Christian Democrats), which includes the SDP and CDU, as well as the Progressive Alliance Group of Socialists and Democrats, which is part of the PS.

The same commitment has been made by the Left Group in the European Parliament – GUE/NGL, which includes the PCP and the Bloc de Esquerda, as well as the Green Group/European Free Alliance, which includes the independent Francisco Guerreiro.

Of the seven parliamentary groups, which also include the European Conservatives and Reformists Group and the European Renewal Group, only the far-right group Identity and Democracy has not committed to signing the agreement.

The ethical and transparent use of technologies such as artificial intelligence obliges parties not to create or disseminate false or misleading content, such as doctoring images and statements of opponents.

It is also necessary to identify any type of election materials generated by artificial intelligence.

The Code of Conduct for Portugal’s June 9 elections also sets transparency standards for donations, financial contributions and other campaign support.

Campaigns in the 27-nation European Union will ban political propaganda content sponsored by unidentified interests and political messages without indication of origin.

Parties represented in the European Parliament also undertake not to disseminate propaganda that discriminates on the basis of gender, race or religion during the election campaigns, which will take place from June 6 to 9.

Incitement to violence, incitement to hatred, messages discouraging participation in electoral activities, and false and inaccurate content in electoral processes are also prohibited.
