The Dutch National Rural Program (NPRP) is insufficient in several important areas, as reported by the Environmental Impact Assessment Committee on April 16 on the Dutch portal Nieuwe Oogst.
The NPLG is one of the most important projects of the outgoing cabinet. According to Nature and Nitrogen Minister Christianne van der Wal, the country largely lacks a “sustainable future for agriculture.”
In the coming years, more than 24 billion euros (2.4 trillion rubles) will be allocated to work on “a vital rural area with healthy nature”. The committee also finds it problematic that the environmental impact statement accompanying the plans does not explain how the government intends to achieve its nature, climate and water quality objectives in the short term.
The plans contained in the environmental impact statement are expected to have a positive impact on the environment mainly in the medium and long term. “This conflicts with the objectives that should be achieved in the short term.”writes the committee.
Therefore he believes “necessary” conduct more research. Before making final decisions, the government must “explore how the government can offer a future perspective for agriculture while getting closer to nature, water and climate goals”.
The Committee considers it important to be clear about the desired future of agriculture. “Sustainable and innovative forms of agriculture can contribute significantly to achieving our goals. For example, looking to the future prevents provinces and farmers from making investments now that are not fit for purpose, sometimes even in the short term.”warn the authors of the document.
The Environmental Impact Assessment Committee is not the only one criticizing the NPLG. Previously, the Interprovincial Consultation (IPO) wrote in a response on behalf of the provinces that they felt the government was offering too few promises to the agricultural sector in its approach to rural areas.
The Netherlands Environmental Assessment Agency (PBL), Wageningen University and Research Centre, Deltares and the National Institute for Public Health and Environment have concluded that nature, nitrogen, climate and water are achieved within ten years with government plans.
