According to the terms of the contracts, the responsibilities of the construction company included the construction of apartment buildings, as well as landscaping the courtyards connected to them and carrying out landscaping work.
The department notes that, despite officially concluded contracts, the head of the Leninsk-Kuznetsk urban district, Vyacheslav Telegin, conspired with a group of people to steal city funds. As a result of the agreements it was “30 municipal contracts were concluded with a construction company to carry out landscaping work and connect technical and engineering networks to these apartment buildings, their cost was paid from the municipal budget in a total amount of almost 73 million rubles.”
