The European Union and the US sanction Israeli settlers for violent acts against Palestinians in the West Bank

The sanctions have been applied to organizations and individuals, whose assets will be frozen and will not be able to carry out or receive transactions. In the case of those sanctioned by the EU, they are prohibited from traveling to the European Union.

He European Council has given the green light to its first sanctions against Israeli settlers responsible for violent acts against Palestinians in the West Bank, specifically against four individuals and two entities. The decision match other sanctions issued by the Administration of USA against two Israeli entities that were raising funds for two settlers involved in riots and attacks in the West Bank. One of these people, Yinon Levi, is also one of those sanctioned by Europe.

The European Union sanctions are marked by agreement to the EU’s global human rights sanctions regime, “by being considered responsible for serious violations of Palestinian human rightsincluding torture and other cruel, inhuman or degrading treatment or punishment.” The EU also believes that they are guilty of infringing the right to property and to private and family life of Palestinians in the West Bank.

The entities sanctioned are Lehava (radical right-wing Jewish supremacist group) and Hilltop Youth (radical youth group formed by members known for violent acts against Palestinians and their villages in the West Bank). Precisely two of the people sanctioned individually, Meir Ettinger and Elisha Yered They were members of the latter group, and both were implicated in deadly attacks against Palestinians in 2015 and 2023.

Today’s designations also include Neria Ben Paziaccused of repeatedly attacking Palestinians in the towns of Wadi Seeq and Deir Jarir since 2021, already Yinon Leviwho has participated in multiple violent acts against neighboring towns from his residence in the illegal settlement of Mitarim.

With today’s inclusions in the blacklistthe restrictive measures of the EU’s global human rights sanctions regime now apply to 108 natural and legal persons already 28 entities from various countries.

The persons included in the sanctions regime are subject to an asset freezeand it is Provision of funds or economic resources prohibiteddirectly or indirectly, to them or for their benefit.

Furthermore, it applies a EU travel ban to the natural persons included on the list.

US sanctions Israeli entities for violence

Also USA issued this Friday sanctions against two Israeli entities that raised funds in favor of two settlers involved in riots and attacks in the West Bank, facts for which they were sanctioned last February. In particular, the organizations provided material and financial support and established fundraising campaigns to Yinon Levi (also sanctioned by the EU) and David Chai Chasdaitwo “violent extremists” who have previously been sanctioned by the US administration as “responsible for the destruction of property, attacks on civilians and violence against Palestinians”, according to the US Treasury Department.

“Such acts undermine the peace, security and stability of the West Bank. We will continue to use our tools to hold those responsible accountable,” Treasury Undersecretary Wally Adeyemo said in a statement. Both entities sanctioned, Mount Hebron Fund (for Levi) and Shlom Asiraich (for Chasdai)raised the equivalent of 131,000 and 29,000 euros, respectively, before the campaigns were removed from the Internet and the funds were retained by local financial institutions.

According to US authorities, both individuals led groups of violent extremists who sought to “instill fear among the population of the West Bank by attacking civilians, threatening them with more violence if they did not leave their homes, burning their fields and destroying their property.”

Additionally, US authorities have targeted Ben-Zion Gopstein, the founder and leader of an organization whose members have committed acts of violence, including attacks against Palestinian civilians.

The measures adopted by the US Administration imply the freezing of the assets found in its territory of the sanctioned persons and prohibit all transactions carried out by Americans or on US soil that involve these sanctioned persons.
