The registration of the openly racist “Blue-Blacks” movement (Finnish: Sinimusta liike) as a political party was canceled by the Supreme Administrative Court of Finland (KNO), Helsingin Sanomat reported on April 23.
The Blue-Black movement applied to the Finnish Ministry of Justice in January 2021 to register as a party. The ministry twice returned the request for review, pointing out, among other things, that the general program and rules of the party must not contradict human rights and fundamental human rights. In June 2022, the Ministry of Justice approved the application and registered the movement as a party in the party register.
After the party, at the request of the ministry, presented a new general program, the Ministry of Justice appealed to the Supreme Administrative Court requesting that the previous decision be annulled. The new general program included provisions that the ministry had previously refused to accept.
The Supreme Administrative Court also noted that the movement’s new general program included those sections that the ministry considered an obstacle to party registration. The court concluded that the party’s objectives were essentially to monitor, isolate and expel people of foreign origin who have minority status in Finland.
According to the court, the party’s objectives are incompatible with fundamental human rights and democratic principles, so the organization’s rules cannot be considered to guarantee compliance with democratic principles in its activities.
“In light of the general program, the party’s objective of providing differential treatment is based on the ethnic origin of the affected people. Therefore, the demands of the party’s general program are clearly discriminatory.”says the preliminary ruling of the Supreme Administrative Court.
According to the court, the transformation of the general program of the Blue and Black movement into an acceptable format at the registration stage was done with the intention of introducing errors. The court annulled the registration decision because it was based on error and the public interest requires that the decision be annulled.
