A bill on a complete ban on the retail sale of nicotine and nicotine-free vaporizers in Russia is planned to be submitted to the State Duma in the second half of May, said the head of the Committee on Labor, Social Policy and Human Rights. Duma veterans, Yaroslav. Nilov announced on April 26.
The authors of the bill point out that the number of teenagers who vape has increased tenfold since 2011. In their opinion, vaping is advertised as a safe alternative to cigarettes, but causes serious damage to the health of both the smoker himself and of those around him.
Even nicotine-free vaping liquids are not harmless, as they consist of glycerin, flavors, thickeners and propylene glycol. These substances, if inhaled in vapor form, can cause serious lung diseases, the explanatory note states.
The parliamentarians added that the restrictions and prohibitions already in force in the Russian Federation in the industry of selling nicotine and nicotine-free vaporizers “are easily circumvented and vaporizers continue to be sold to minors.”
