There were 13 votes in favor of the text, with China abstaining and Russia voting against, which, as a permanent member of the Security Council, has the right to block the draft resolution.
The initiative, which was supported by dozens of countries including Portugal, called on all countries not to develop or deploy weapons of mass destruction, such as nuclear weapons, in space.
The vote on the bill followed White House confirmation that Russia had acquired a “relative” anti-satellite weapon capability, although such weapons had not yet entered service.
Vladimir Putin says he has no intention of placing nuclear weapons in space and argues that the country has simply developed space capabilities similar to those of the United States.
