The banner was raised on a mast installed on the city esplanade at the intersection of Lenin and Borchaninova streets. At this site there are a total of three masts; Above them are the flags of Russia, the Perm Territory and the city of Perm, the latter being temporarily removed to make room for the Victory Banner.
The press service of the Perm city administration reported that volunteers raised the Victory Flag within the framework of the “Perm Remember” campaign, dedicated to the 75th anniversary of the Victory in the Great Patriotic War. Volunteers also laid wreaths at seven monuments in the city.
Let us add that on May 9, 2018 in Perm, during the procession of the “Immortal Regiment”, it was prohibited to carry the Banner of Victory. Police officers and volunteers forced citizens to fold their flags.

The ban was introduced by the coordinator of the “Immortal Regiment” in Perm, Anna Otmakhova.
After the incident was covered by the media, the police and the city administration began to deny the fact that a ban on the use of the Victory Banner was introduced in Perm on May 9. In 2019, the “Immortal Regiment” took place in Perm without restrictions.
