French President Emmanuel Macron and German Chancellor Olaf Scholz said on Tuesday that Kyiv should be able to use Western-supplied weapons to destroy missile launchers used to attack its territory, but not against other types of weapons or civilian infrastructure. NATO Secretary General Jens Stoltenberg agrees with this position, but the United States is categorically against it, fearing that it could lead to an escalation of relations with Russia.
President Vladimir Putin warned this week that using Western weapons to attack Russia would amount to direct NATO intervention in the war and could trigger a “global conflict.”
Portuguese Defense Minister Nuno Melo said on Wednesday that Ukraine “should be able to use the weapons at its disposal” against military targets on Russian territory in “defensive actions,” but stressed that this is a personnel position “that does not bind the government.”
