On Tuesday, the health minister said all options for paying doctors overtime were being considered, including charging less overtime taxes and paying through self-employment.
These possibilities are defended in an article published in the Jornal de Notícias on Tuesday by the coordinator of the Emergency and Health Transformation Plan, Eurico Castro Alves, who believes that this would be a way to put an end to “an undignified and ridiculous situation.” 50% tax on overtime work.”
When asked by Lusa about these possibilities, Ana Paula Martins replied: “We are analyzing all the hypotheses. (…) We don’t have closed doors. Neither we nor the Ministry of Finance.”
“We must remember that this is overtime work, and we are not here to intensively encourage overtime work, because our specialists also need rest and they also need to be in a safe environment. But it’s clear that we really need this extra work. work,” he said.
The minister added that in this context, it is necessary to “do something that is clearly consistent with what is envisaged in the health worker recruitment model.”
In an article published Tuesday in JN magazine, Eurico Castro Alves defends double-hiring and cutting overtime rates, saying: “There are cases where a medical worker ends his working hours and does not feel motivated to work overtime in his hospital. because he knows that if he works six hours, he will only get paid three.”
“Why not let him continue to operate his hospital as a sole proprietor? Why not allow the tax to be reduced from 50% to 20% after a certain number of hours?” he asks.
On this occasion, Ana Paula Martins said that “members of the government, ministers and secretaries of state are showing greater openness, both in the field of health and in the field of finance.”
The minister said there would be another meeting this week to look at “this and other possibilities”, namely setting an hourly rate to ensure that the cost would always be equivalent to what is paid to so-called duty doctors.
Another incentive currently being analyzed is that by defining the number of overtime hours that are “acceptable and can be performed by doctors and nurses”, additional days can be allocated – as if they were holidays – in addition to other related components . for education.
“We strive to do everything possible to make our specialists feel we care,” concluded Ana Paula Martins.
