The Russian government approved the main terms of the concession agreement for the construction of a high-speed railway line (AVE) between Moscow and Saint Petersburg. This was reported on June 6 in the press service of the Cabinet of Ministers.
The department’s statement says: “The document defines the grantor of the agreement, that is, the party acting on behalf of the State, and the concessionaire, the investor who will build the highway with its own and borrowed funds and will receive property and use rights over all the infrastructure being built.” creating.”
According to the Council of Ministers, in 2025 the government plans to provide a loan for the construction of a high-speed railway in the amount of at least 300 billion rubles. The loan will be granted at 1% of the National Welfare Fund.
Until August 1, 2024, the high-speed railway construction project will be included in the list of self-sustaining investment projects.
It should be noted that on March 14, Russian President Vladimir Putin began the construction of the Moscow – St. Petersburg high-speed railway (HSR). Trains are planned to run on it at a speed of 200 to 400 km/h and will reduce travel time to two hours and 15 minutes. The opening of the highway is scheduled for 2028 and in the future it is planned to be expanded to Kazan, Rostov-on-Don and Minsk. All regions will participate in the financing.
