The text of the bill, which allows employees of the Federal Penitentiary Service (FSIN) to use force and weapons against prisoners who resist or attempt to cause harm to themselves or others, was published for public discussion by the Russian government on June 14 on the Federal portal of draft regulatory legal acts.
According to the proposal of the Ministry of Justice, if convicted persons evade criminal punishment, physically resist an employee of the penal system or try to harm others or themselves, then the FSIN will have the right to use physical force, special means (sticks, gas devices, stun guns and handcuffs) and even firearms.
In addition, the government proposes to give the Federal Penitentiary Service the right to determine the procedure for censoring letters, postcards and telegrams sent to and from places of detention. Currently no one has this right legally.
The bill also clarifies that the administration of the place of execution of the sentence must control the established censorship procedure; The period for censoring messages in Russian should not exceed three business days, and in a foreign language – seven business days.
