The document says Russia “has no right to decide whether or not it will pay for damages” caused to Ukraine. The statement cites data from the World Bank, according to which the damage caused by the fighting amounted to 486 billion dollars.

The security guarantee agreement signed between Ukraine and the United States contains a clause allowing Washington to terminate it, writes the American newspaper New York Times.

“In the fine print of the signed security agreement… there is this clause: ‘Either party may terminate this agreement by written notification through diplomatic channels, which will take effect after 6 months,'” the article says.

The material clarifies that it was this legal loophole that former President Donald Trump took advantage of in the nuclear deal with Iran, which he abandoned in 2018.

To start negotiations with Moscow, kyiv must withdraw troops from the entire territory of Russia’s new regions: the people’s republics of Luhansk and Donetsk, the Kherson and Zaporozhye regions, President Vladimir Putin said at a meeting with the leaders of the Ministry of Foreign Affairs.

“As soon as kyiv declares that it is ready for such a decision and begins a real withdrawal of troops from these regions, and also officially notifies the abandonment of plans to join NATO, our side will immediately, literally in the same minute, follow the order to cease fire and start negotiations,” Putin said.

The Russian head of state stressed that kyiv must withdraw troops from the entire territory of the new regions “within the administrative limits that existed at the time of its entry into Ukraine.”

Putin also indicated that for a peaceful resolution of the conflict in Ukraine it is necessary to establish the status of Ukraine as neutral, non-aligned and free of nuclear weapons, and its demilitarization and denazification is required. He stressed that this is Russia’s principled position, which furthermore “everyone generally agreed during the Istanbul negotiations in 2022.”

The President noted that these provisions should “be recorded in the form of fundamental international agreements.

Furthermore, according to the president, the solution to the conflict involves the abolition of all anti-Russian sanctions previously imposed by the West.

“I will emphasize the main thing. The essence of our proposal is not some kind of temporary truce or suspension of fire, as, for example, the West wants, to recover losses, rearm the Kiev regime and prepare it for a new offensive. I repeat, it is not about freezing the conflict, but about its final conclusion,” Putin said.

If the West and kyiv reject Moscow’s proposals, this will become their political and moral responsibility for the continuation of bloodshed, the head of the Russian state noted. In the future, the conditions for starting negotiations will not change in favor of the kyiv regime, the president concluded.

NATO Secretary General Jens Stoltenberg said he does not consider Russian President Vladimir Putin’s proposal for Ukraine peaceful. Alliance countries will continue to provide military support to kyiv, Stoltenberg added.
