The head of diplomacy of the European Union (EU), Josep Borrell, this Saturday criticized Russian President Vladimir Putin’s proposal to stop aggression against Ukraine, considering that the aggressor “cannot dictate the terms of a ceasefire.”
On Friday, Putin presented Russia with terms for participation at the negotiating table with Ukraine, which included Kiev recognizing Russian sovereignty over the country’s territories it controls.
Russian authorities categorically rejected these conditions.
“Putin’s unacceptable demands are designed to legitimize the invasion and undermine peace efforts as Russia strengthens itself and prepares for a long war. The aggressor cannot dictate the terms of a ceasefire,” Borrell wrote on the social platform X.
The head of public diplomacy added that “Russia’s constant aggression against Ukraine shows that [Moscovo] has no real interest in the world.”
This Saturday and Sunday, Switzerland is hosting the Ukraine Peace Conference, which will bring together representatives from more than 90 countries and organizations, including Portugal, but not Russia or China, among other important absentees.
The goal of the conference, organized by Switzerland at the request of Ukrainian President Volodymyr Zelensky, is to “stimulate a future peace process” based on “the debates that have taken place in recent months, namely on the peace plan.” Ukrainian and other peace proposals based on the UN Charter and fundamental principles of international law.”

Ukraine has relied on financial and military aid from Western allies since Russia invaded the country on February 24, 2022.
Kyiv’s allies have also imposed sanctions on key sectors of the Russian economy in an attempt to reduce Moscow’s ability to finance military action in Ukraine.
The conflict, which is now in its third year, has led to the destruction of important infrastructure in several regions of Ukraine.
