Overcrowding in Rostov pretrial detention center No. 1 contributed to the hostage taking, said member of the Human Rights Council (HRC) under the Russian presidency, Eva Merkacheva, RBC reported on June 16.
“We saw with our own eyes that it was not just a series of violations, but that something was happening there that did not even fall within the framework of understanding.”said the human rights activist.
According to her, the incident of hostage-taking in Rostov-on-Don pre-trial detention center No. 1 indicates “inconceivable” violations.
“The number of so-called additional prisoners, who in fact did not have their own sleeping place, amounted to more than 300 people. That is to say, it is a large and serious limit. And when there are too many prisoners, of course, all control processes are interrupted.”Merkacheva said.
He clarified that preventive detention center number 1, located in the border region, was packed with hundreds of accused and convicted under the terrorist articles of the Penal Code, examined by the garrison military court.
Merkacheva also noted that in pretrial detention center no. 1 staff shortage because people don’t want to go to work. “They enter the prison system with a small salary, understanding that the main contingent are terrorists”.
Recall that on the morning of June 16, the FSIN reported that in Rostov-on-Don pre-trial detention center No. 1, six prisoners took two FSIN employees hostage. Attempts to negotiate with the criminals were unsuccessful, and as a result of the assault, all criminals were eliminated. The hostages were not injured.
