It is planned to make changes to the law “On state registration of vehicles in the Russian Federation.” The bill was approved by the State Duma in first reading in November 2023. The author of the initiative was Evgeny Moskvichev, who heads the Committee on Transport and Development of Transport Infrastructure of the State Duma.
The bill excludes the vehicle owners’ compulsory civil liability insurance policy (MTPL) from the list of documents required to register a vehicle. This applies to both the initial registration procedure for a vehicle and the registration procedure in the event of a change of ownership.
It is proposed to allow drivers to deregister the car with the traffic police immediately after the sale, and not 10 days after contacting the department. The previous owner has the right to submit the corresponding application to the State Services or through a notary. If the contract is concluded on paper, within ten days after the sale.
Taking into account the amendments of the second reading, the registration of a vehicle ends at the request of the owner of a stolen or wanted vehicle. At first reading it was only about the stolen car. This will eliminate the need to provide various authorities with information about the actual absence of the car.
The bill expands the list of reasons for refusing to register a car. If the law is passed, the basis for refusal will be failure to pay the recycling fee within the established period. This applies to vehicles imported into Russia by individuals from abroad.
Starting August 1, 2023, the recycling rate for cars, light commercial vehicles, trucks and buses is indexed. This measure affected legal entities and individuals who planned to resell imported cars after August 1.
However, the indexation of the recycling rate did not affect people who imported cars for personal use with an engine of up to 3 liters. They will continue to pay the recycling fee at a reduced price.
