The State Duma of the Russian Federation has adopted a law limiting the number of SIM cards per person, the press service of the department reported on the official website on July 30.
The innovations apply to both Russian citizens and foreign subscribers. Now, in order to conclude a communication agreement with foreigners, personal presence and the availability of data in the Unified Biometric System are required.
In addition, operators will be required to include the IMEI code of the device and employment data in the contract if it is a corporate SIM card. For foreigners, a mandatory condition has also been introduced to pay for communication services after identification.
Telecom operators must comply with the new law on all contracts with foreign subscribers by July 1, 2025, and also verify information on Russian citizens by November 1 of the same year.
Citizens can request information about contracts concluded on their behalf through the Gosuslugi portal, after which operators will send this information to Roskomnadzor’s SIM card control SIG.
The law sets a maximum number of SIM cards: no more than 20 for citizens of the Russian Federation and no more than 10 for foreigners. Restrictions have also been introduced on receiving calls and messages from unknown numbers.
In addition, bloggers with an audience of more than 10,000 subscribers are required by law to transfer data about their social media pages and channels to Roskomnadzor in order to advertise.
