A special rapid reaction squad (SOBR) from Rostov-on-Don was set to take part in the operation to free hostages in a correctional colony near Volgograd, but then returned to base, a law enforcement source told 161.RU on August 23.
In the Volgograd region, in the correctional colony No. 19, a riot of prisoners broke out, as a result of which employees of the institution were taken hostage. A special rapid reaction squad from Rostov was deployed to take part in the assault, according to information from law enforcement agencies.
“The emergency in the Volgograd region is an emergency situation. We can say that we already know what it is, but unfortunately the hostages died there and a special plan was decided which is applied in such cases.”the source said.
Recall that on August 23, prisoners of the IK-19 maximum security facility in the Volgograd region took FSIN employees hostage and demanded two million dollars and a helicopter. According to unconfirmed reports, the intruders included members of the terrorist organization “IS” (an organization whose activities are prohibited in the Russian Federation). As a result of the kidnapping, several employees and one prisoner were injured, and one prison officer died.

The authorities in the Volgograd region announced the creation of an operational headquarters to free the hostages and informed the Russian president about the incident.
