The difficulties that officials may encounter when moving the Lenin monument in Sovetsk were described by the head of the State Service for the Protection of Cultural Heritage Assets of the Kaliningrad Region, Evgeny Maslov, the online publication Novy Kaliningrad reported on August 30.
It is noted that there are four monuments to Lenin in the Kaliningrad region, which are recognized as cultural heritage of local importance. They are installed in Kaliningrad, Baltiysk, Sovetsk and the town of Svetly. According to Maslov, it is impossible to move a cultural heritage site without the approval of the relevant authorities.
“In theory, they can do this, but they must follow a certain procedure. First, it will be necessary to prepare a project for the adaptation of the monument, which must pass the state historical and cultural examination. Then they send us the project for consideration, and we send it for approval to the Ministry of Culture of the Russian Federation.”said Maslov.
He explained that the monument can only be moved if the ministry agrees to the move and measures are taken to not violate the historical value of the object. Maslov said that he had explained this to the management of Sovetsk.
“I have already told the chief architect of Sovetsk and representatives of the administration that it will not be possible to simply move it. This is not furniture. By the way, the Soviet authorities were supposed to establish a security zone for the monument by January 1. If they do not do it in time, the prosecutor’s office will file charges.”Maslov added.
Let us recall that in Sovetsk, Kaliningrad region “city initiative group” submitted a proposal to move the Lenin monument from the central square to the park in front of the Rossiya hotel. Authorities said the proposal had been discussed with “members of the public”However, they did not specify who was invited to the discussion. The invitees agreed to the postponement. The authorities have not yet made a final decision.
It should be noted that in 2023 one of the winners of the VIII All-Russian Competition for the best projects for creating a comfortable urban environment was a project to improve the areas along Krasnoarmeyskaya Street and Lenin Square in Sovetsk. In the concept sketches of the project, the monument to Lenin takes its place.
On August 29, it became known that the Chernyakhovsk authorities also wanted to move the Lenin monument. They explain their intention by saying that a landscaping plan has been drawn up, in which the access to the monument is closed.
