The creation of a prison for terrorists with special conditions of detention on the Spitsbergen archipelago or Novaya Zemlya was proposed on September 3 by State Duma deputy from the LDPR Ivan Sukharev in a letter to the director of the Federal Penitentiary Service.
“In order to ensure the national security of our country, I ask you to instruct us to consider the initiative to create a specialized penitentiary center on the territory of the Spitsbergen archipelago or Novaya Zemlya exclusively for terrorists. Please instruct me to send me the official position of the government of the Russian Federation on this issue.”the document says.
Sukharev stressed that terrorists must be isolated because of the brutality of terrorist acts, such as the hostage-taking in Beslan.
Citing the world experience of holding terrorists in strict conditions, including Guantanamo Bay and other notorious prisons, the MP proposed creating a similar institution in Russia. According to him, such a decision will protect society from the terrorist threat and prevent the spread of radical views among prisoners.
