Kiev authorities are refusing to exchange civilians, including detained pro-Russian activists, the head of the Russian administration of the Kharkov region, Vitaly Ganchev, said in an interview with RIA Novosti on September 3.
“Not all civilians, our (located in the dungeons of the kyiv regime – approx. IA Krasnaya Vesna)You can now qualify for this exchange”Ganchev said. He noted that although “Ukrainian media say they are ready for these exchanges”Actually “Nobody makes any contact”.
In the exchange negotiations, the Ukrainian side insists on fulfilling only its conditions. Ganchev believes that the liberation of the Kharkov region can change the other side’s position.
