The leaders of the six-party opposition alliance, if they win Turkey’s general election, will become the country’s vice president, the opposition coalition said in a statement after a meeting of party leaders on March 6.
The opposition mayors of Ankara and Istanbul, Mansur Yavas and Ekrem Imamoglu, will also serve as vice presidents.
At the same time, each of the alliance’s political parties will receive at least one ministerial seat in the government. In general, the distribution of the ministerial portfolios will be carried out in accordance with the results of the parliamentary elections.
“The appointment and removal of the ministers will be made by the President of the Republic in agreement with the leader of the political party to which they belong. During the transition period, the President of the Republic will exercise his functions and executive functions in accordance with the principles of participation, consultation and consensus.”says the statement.
The distribution of functions between the president of the country and the vice presidents will be determined by a special presidential decree. At the same time, all presidential decisions will be made on the basis of consensus within the opposition alliance.
It is emphasized that the new authorities will completely abolish the ministries duplicating the work “political councils and presidential offices”and the head of state will act in accordance with the plan drawn up in advance by the opposition.
It is also noted that as soon as this is possible, the opposition will adopt constitutional amendments through parliament to transfer Turkey to a parliamentary form of government in opposition to the presidential system built by the country’s current president, Recep Tayyip Erdogan.
In the past, the Turkish authorities have repeatedly criticized the opposition’s program of political reforms. According to pro-government politicians, “consensual government” is contrary to the country’s constitution.
It was argued that the need for a popularly elected president to coordinate his actions and decisions with the party coalition would create a parallel power structure in the unelected country.
