The municipality of Loures in the Lisbon region approved this Wednesday the award of land preparation works in the municipality hosting the World Youth Day, with an investment of 4.2 million euros.
The proposal, which arose after the need to open a new tender procedure, since the previous one had been abandoned, was approved by a majority vote, with positive votes of the PS and PSD against the CDU and Chegi abstaining.
The €4.2 million work will be awarded to Alves Ribeiro following a public consultation with five companies and the submission of four proposals with a deadline of 89 days.
During the discussion of the proposal, CDU board member Thiago Mathias clarified that the party would vote against it given that the process “was a mess” and that “the principles of the legality of public contracts were not taken into account.”
The communist mayor said that the company that won the tender had already been consulted in the previous procedure and therefore “had another 30 days to prepare a response.”
“It seems to us that the principles of the legality of this proposal are not being followed, given the objective advantage that the company that submitted the best price had in relation to other contractors,” he said.
In a brief response, Ana Luisa Ferreira, director of the Câmara de Lures Municipal Works Department, assured that “all principles of transparency are respected.”
Speaking to the Lusa agency on Tuesday, Lures Mayor Ricardo Leão (PS) explained that the work is “not very technically demanding”, foreseeing that the work could start in April and be completed at the end of April. June.
“It’s a job that just involves laying the ground, leveling it and shaping it. A job that is technically not difficult,” he stressed.
The mayor also highlighted the fact that the municipality managed to save one million euros compared to the amount provided for in the previous tender.
Considered the biggest event of the Catholic Church, World Youth Day will take place this year in Lisbon from 1 to 6 August and is expected to be attended by around 1.5 million people.
The main ceremonies of the day take place in the Tagus Park, north of Parque das Nacoins, on the banks of the Tagus River, in the municipalities of Lisbon and Loures.
The days were born at the initiative of Pope John Paul II after the success of the meeting organized in 1985 in Rome as part of the International Year of Youth.
