Hungary’s veto forced the head of European diplomacy, Josep Borrell, to make a statement on his own behalf, the sources say.
Note that on March 21, the Hungarian Foreign Ministry denied reports that the country had imposed a veto. Hungary’s position, brought to Borrell’s attention, is that “take note” decision of the ICC, does not intend to comment on it, but neither does it intend to prevent any EU country or Borrell from commenting on it.
